MISSION STATEMENT
It is the goal of the HACEP Procurement Administration Department to provide for and ensure the fair and equitable treatment of all persons or firms involved in supplying the Authority with goods and services to assure that supplies, equipment, services, and construction activities are procured efficiently, effectively, and at the most favorable prices available to the Authority.
PROCUREMENT OBJECTIVES
The Procurement Administration Department will require a contractor to meet mandatory Section 3 requirements for resident employment as well as to encourage contractors to cooperate in providing maximum contracting opportunities for minority and women owned businesses; and adhere to the terms and conditions of local, state and federal law.

Instructions to Bidders
The HACEP Procurement Department is using web-based technology in order to become more cost efficient and productive. It is the intent of Procurement Department to maximize the use of this technology to attract new suppliers and to increase competition for all of its solicitations.
For bidders that do not have access to the internet, hard copies of solicitations can be provided. All solicitations will have contact names and phone numbers. Please contact the respective Contract Specialist for copies.
For bidders that do have access to the internet, the Procurement Department asks that they register at the link provided above. This new e-procurement system will allow suppliers and potential contractors to use the web-based system to view and download solicitations, receive notifications, review amendments, and much more. The Procurement Department welcomes all comments and concerns regarding the use of the e-procurement system.
