The Housing Authority of the City of El Paso (HACEP) is committed to ensure that the operations of its programs, services and activities are accessible to residents and applicants with disabilities. HACEP will provide reasonable accommodations and modifications to qualified persons upon request, unless doing so would result in a fundamental alteration in the nature of the program or an undue financial and administrative burden.
Examples of reasonable accommodations may include, but are not limited to:
• Making an offer to transfer a resident with a disability to a comparable, appropriately sized housing unit with the required accessibility features
• Permitting a family to have a service or assistance animal necessary to assist a household member with a disability
• Making documents available in larger type, electronic format or Braille
• Permitting an outside agency or family member to assist an applicant, resident or program participant with a disability in meeting screening criteria or meeting essential lease obligations
Examples of reasonable modifications may include, but are not limited to:
• Replacing doorknobs with levers
• Making a housing unit, part of a housing unit, or public and common use areas accessible for a person with a disability
• Installing a ramp to allow access to a housing unit
• Installing grab bars in the restroom
A copy of HACEP’s Disability Accommodations & Modifications Policy and Procedures is available at HACEP’s Administrative Office located at 5300 E. Paisano Dr. El Paso, Texas 79905, and at the management office in each public housing development. A copy of this policy may be obtained from a property manager or HACEP’s Administrative Office in an alternate format or in Spanish.
HACEP applicants and residents may request a reasonable accommodation and modification during the application and annual re-certification process, including individual relief for a utility allowance.To affirmatively further fair housing and increase housing opportunities for persons with disabilities, HACEP will work with local disability agencies and the disability community to ensure that information regarding the availability of HACEP’s services reaches eligible individuals with disabilities.
